SmartSign: Allowing Preparers to Delete Documents with a Completed, Declined or Cancelled Status Print

This new enhancement allows the Preparer to delete documents with a Completed, Declined, or Cancelled statuses.

Previously, the Preparer could only delete documents with a Draft status.
